Throttling: Stimulus Technologies will at time to time throttle bulk download traffic, such as large downloads, system updates and patches, or other non-time sensitive data transfers.   Affiliated Prioritization: Stimulus Technologies will prioritize Internet traffic that is flagged as high-priority and low-latency over other traffic.  Such prioritization may include Voice Over IP phone traffic to Stimulus VoIP services.   Paid Prioritization: None   Congestion Management: Stimulus Technologies may employ reasonable network management practices to protect against security or denial of service attacks that can negatively affect our network and may cause service degradation.  During times of high network utilization, Stimulus Technologies may employ network prioritization technologies that ensure that high-priority traffic, such as DNS requests, web browsing, VoIP phone calls, and other time sensitive traffic is prioritized above bulk and streaming traffic such as system updates, file downloads and video streaming.  This prioritization is to ensure that interactive Internet usage experience remains high and other non-priority traffic is throttled to improve the overall user experience.
